The technical scope described in this PWS includes defense systems- related work effort necessary to support the following activities:

• 1.3.1.1. Basic and applied RDT&E activities carried out by DoD components, other U.S. Government agencies and departments and their contractors, state and local governments, as well as international organizations in which the U.S. Government is a member or participant.
• 1.3.1.2. Military or similarly related operations conducted by DoD components and other U.S. Government agencies and departments or international organizations to which the United States belongs or foreign governments with which the United States has international agreements for military or related operations.
• 1.3.1.3. Development of doctrine, tactics or plans by DoD components, other Government Agencies and Departments, and foreign military organizations that the Department of Defense provides military assistance and sales.
• 1.3.1.4. Basic and applied research carried out by industry, academia, and other institutions where the results of such research are expected to provide benefits to the U.S. Government in the future.
• 1.3.2 RDT&E Services. RDT&E services may constitute applied research and/or development efforts for the primary purpose of advancing scientific and technical knowledge or applying that knowledge to the extent necessary to achieve agency and national goals.
• 1.3.3 A&AS Services. A&AS services shall be focused on enhancing the productivity of the Defense Research and Engineering community in performing their mission of ensuring that warfighters today and tomorrow have superior and affordable technology to support their missions, and to give them revolutionary war-winning capabilities.
• A&AS services as related to R&D focus areas may be applicable to one or more of the following categories:
• Management and professional support services - Contractual services that provide assistance, advice or training for the efficient and effective management and operation of organizations, activities (including management and support services for R&D activities), or systems. These services are normally closely related to the basic responsibilities and mission of the agency originating the requirement for the acquisition of services by contract. Included are efforts that support or contribute to improved organization of program management, logistics management, project monitoring and reporting, data collection, budgeting, accounting, performance auditing, and administrative technical support for conferences and training programs.
• Studies, analyses and evaluations - Contracted services that provide organized analytical assessments/evaluations in support of policy development, decision-making, management, or administration. Included are studies in support of R&D activities. Also included are acquisitions of models, methodologies, and related software supporting studies, analyses or evaluations.
• Engineering and technical services - Contractual services used to support the program office during the acquisition cycle by providing such services as systems engineering and technical direction to ensure the effective operation and maintenance of a weapon system or major system as defined in Office of Management and Budget (OMB) Circular No. A-109 or to provide direct support of a weapon system that is essential to research, development, production, operation or maintenance of the system.
• 1.4 Technical Scope. The broad technical scope described herein includes all defense systems-related RDT&E and R&D related A&AS services. These services may support all aspects of identified or potential military, national security-related, and dual use applications of related technologies and methods, as well as the development of tools and techniques that enhance the mission of the DoD Research and Engineering community. TATs can be multi-million dollar efforts, may involve multi-year performance, may involve work for other than DoD customers, may be performed at multiple locations (to include performance outside the Continental United States), require Top Secret facility clearance, and may require personnel clearances up to Top Secret (compartmented and collateral). TATs are not government-staff augmentation support services. The level of research and analysis are above and beyond that required by the BCOs. Specific examples of the types of tasks the contractor shall perform under TATs are listed below. This list is not all inclusive but representative of typical TATs tasks. Each TAT (task order) may consist of only one task or may consist of multiple tasks. All efforts shall be related to the Defense Systems focus areas listed below in paragraph 1.4.2. The contractor shall not provide staff augmentation services under any scope area. All services must include an analysis component and generate new STI.
• 1.4.1 Representative Tasks
• 1.4.1.1. Technical Development. Develop, or improve/modify designs, standards, specifications, networks, materials, methods, solutions, models, applications, systems, tools, surveys, configurations, agents, formulas, practices, processes or other technologies, i.e., provide engineering and technical support on physical, biological, organizational, or information technology resources. This may include laboratory or field work.
• 1.4.1.2 Evaluation. Analyze, demonstrate, review, evaluate, validate, or test designs, methods, materials, discoveries, networks, agents, formulas, models, applications, systems, tools, surveys, configurations, practices, processes or other technologies.
• 1.4.1.3 Plans and Frameworks. Develop and/or modify plans, architectures, frameworks, protocols, tactics, policies, procedures, manuals, guides or strategies.
• 1.4.1.4. Implementation. Transition, integrate, upgrade, deploy, install or otherwise implement designs, methods, models, applications, systems, networks, tools, surveys, configurations, processes or other technologies.
• 1.4.1.5. Research and Analyses. Perform and document assessments, analyses, studies, reports, reviews, estimates, surveys or investigations.
• 1.4.1.6 Training (non-routine). Develop and/or deliver, conduct or facilitate trainings, instructions, tutorials, briefings, presentations, exercises, workshops or formal courses on developmental, non-commercial methods, models, applications, systems, tools, configurations, or other technologies; surveys, processes, phenomena, incidents, events, trends or patterns. This is not "routine" stand-alone training. All training services provided in this scope area must include an analysis component. The training must be incidental to and an adjunct of the analysis task.
• 1.4.1.7 Operations and Support Developmental Analysis. Provide analysis of operations and support activities. This includes analysis of systems (even those in the operational and support phase of their lifecycle) and processes, identification of potential improvements, and implementation of those improvements. This is not routine operational and maintenance (O&M) services. All services provided in this scope area must include an analysis component. For example, analysis of maintenance practices on a mature system would be considered in-scope, conducting maintenance activities would be out of scope.
• 1.4.1.8 General Subject Matter Expertise. Provide subject matter expertise, consultation, recommendations, advice and other advisory support. The contractor shall not provide staff augmentation services under this scope area. These services shall be for a specific, identifiable R&D effort, defined in the PWS, with associated STI deliverable(s).
• 1.4.1.9 Technical Conferences and Meetings. Organize, facilitate or participate in conferences, forums, symposia, events and meetings. All services provided in this scope area must include an analysis component. The conference/meeting support must be incidental to and an adjunct of the analysis task. The contractor shall be engaged in developing content for the conference/meeting and not just provide administrative hosting support.
• 1.4.1.10 Other R&D or R&D-Related A&AS Services. Provide other R&D or R&D-related advisory and assistance services, not elsewhere classified. Services included in this scope area must include an analysis component and shall not provide staff augmentation support. These services shall be for a specific, identifiable R&D effort, defined in the PWS, with associated STI deliverable(s).
• 1.4.2 Technical Focus Areas
• 1.4.2.1 Survivability and Vulnerability refers to the science and technology for remaining mission- capable after a military engagement. The term “survivability” relates to the survivability of DoD platforms to avoid or survive a hostile threat (survivability of platforms and ability against specific threats). The scope of this contract is focused on the research and analysis of this subject matter area. This subcategory comprises four elements: Susceptibility - the likelihood of being detected, identified, and hit; Vulnerability - the effects of being hit by a weapon; Recoverability - damage control, restoration, mission continuation, and escape and evacuation; and Lethality – the effectiveness of munitions. Examples of topics that fall within the general scope of Survivability and Vulnerability (this list is not all-inclusive) are shown below -- the contractor shall have technical familiarity to work with these 24 STI subject areas:

• 1.4.2.2 Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) is composed of how well each weapons system is designed and manufactured, and its maintainability over time. The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of RMQSI (this list is not all-inclusive) are shown below -- the contractor shall have technical familiarity to work with these 19 STI subject areas:



RMQSI applications in the following areas:

1. Interrelations between forms/functions/ shapes/ behaviors/structures/ dynamics, principles and constraints that govern the interactions between multiple functions

• 1.4.2.3 Military Sensing includes all sensing applications that apply to the defense of the United States of America. The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of Military Sensing (this list is not all-inclusive) is shown below -- the contractor shall have technical familiarity to work with these nine STI subject areas:
1. X-ray, ultraviolet (UV), visible/optical, infrared, radar, laser, acoustic, aroma, and many other sensors

• 1.4.2.4 Advanced Materials is composed of traditional material and processes science, engineering and technologies in the context of defense systems and military applications. The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of Advanced Material (this list is not all-inclusive) is shown below -- the contractor shall have technical familiarity to work with these 15 STI subject areas:

• 1.4.2.5 Energetics refers to the scientific study of energy under transformation in the context of defense systems and military applications. The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of Energetics (this list is not all-inclusive) is shown below -- the contractor shall have technical familiarity to work with these 10 STI subject areas:
1. Disruptive energetics

• 1.4.2.6 Non-Lethal Weapons are weapons, devices and munitions that are explicitly designed and primarily employed to immediately incapacitate targeted personnel or materiel, while minimizing fatalities, permanent injury to personnel, and undesired damage to property in the target area or environment. Non-lethal weapons are intended to have reversible effects on personnel and materiel. The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of Non-lethal Weapons (this list is not all-inclusive) are shown below -- the contractor shall have technical familiarity to work with these seven STI subject areas:

The scope of this contract is focused on the research and analysis of this subject matter area. Examples of topics that fall within the general scope of Autonomous Systems (this list is not all-inclusive) are shown below -- the contractor shall have technical familiarity to work with these 20 STI subject areas:

The scope of this contract is focused on the research and analysis of this subject matter area. This category consists of applying the business, financial management, and technical disciplines required to support planning, organizing, staffing, controlling, and leading team efforts in managing acquisition programs such that the result places a capable and supportable system in the hands of the warfighter when and where it is needed, and does so at an affordable price. This category represents an integration of a complex system of differing but related functional disciplines that must work together to achieve program goals through development, production, deployment, operations, support, and disposal.

This category also consists of providing information system software analysis, requirements definition, design, development, test, modification, installation, implementation, quality assurance, training, and documentation to meet the evolving data storage and reporting needs of programs, analyze existing IT and IS databases, web sites, and IT applications and recommend new or improved interfaces and improved management tools that meet new requirements, or improve management effectiveness and efficiency. Perform maintenance and technical support for Local Area Networks (LAN) and Wide Area Networks (WAN) that are outside the cognizance of the Navy Marine Corps Intranet (NMCI). Modify, implement and maintain web based information systems and links. Develop website structure, prepare documentation for population, implement and maintain web sites. This contract for the U.S. Army Aviation and Missile Command (AMCOM) Expedited Professional & Engineering Support Services (EXPRESS) uses a blanket purchase agreement (BPA) on the GSA PES and MOBIS Schedules to provide advisory and assistance services to AMCOM and its customers with Federal Supply Schedule contractors in accordance with Federal Acquisition Regulation. The Department of Defense (DoD) Information Analysis Center (IAC) has created a comprehensive Comtractual mechanism to support the following areas:

The CFT Program Management Office (PMO) is responsible for supporting requirements generated by the Department of Defense and other federal agencies to provide a flexible rapid deployment capability and to field supplemental skilled technicians on site anywhere in the world in support of the Government's war readiness and posture planning needs. AMCOM Logistics Support Facility Management Activity (LSFMA) contract: The purpose of this contract is to provide a ordering contract that will allow the PEO Aviation’s LSFMA to accomplish the aviation mission requirements assigned to it. The orders or CLINS under this contract may be issued as Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), FFP/CPFF with Performance incentives, or Time and Materials (T&M). The orders may be issued as end item supply orders or level of effort orders.

The LSF contract shall support the mission requirements of PEO AVIATION, AMCOM, and other military services, and USG Agencies that operate PEO Aviation systems. Quality Requirement shall be in accordance with Section E. of the contract.

The LSF scope includes all efforts associated with modification of Army aviation managed systems. This includes non-recurring engineering efforts associated with integrating new capabilities, and the production and installation of modification kits and the full spectrum of support to include program management, engineering and technical support, aircraft fuel servicing, IUID parts marking, inventory control, aircraft Modification Work Order (MWO) development and application, warehousing, aircraft maintenance and repair, aircraft painting, Integrated Logistics Support (ILS), acquisition, engineering, training, fielding support, flight training, maintenance test flight support, Aircraft Rescue and Fire Fighting (ARFF), manufacturing/fabrication, logistics and installation support requirements during the development, testing, acquisition, fielding, and post-production support of the various project/systems as required.

1. Repair, update, integrate, perform maintenance, manufacture, overhaul or modify various items of Communications-Electronics (C-E), navigational, fire control, aircraft, and ancillary mission equipment and associated hardware.
2. Repair, update, overhaul or modify end items (example: aircraft, shelters, tooling) that contain, use or transport other Class VII (Major End Items), e.g., mobile communication or aircraft systems as required.
3. Fabrication programs for various supply classes; e.g., items of C-E equipment and other end items. This includes cables, batteries, installation kits, cabinets, and associated hardware, etc. The contractor shall manufacture and treat specific modification kits and equipment.
4. Provide sustaining logistics support service up to and including depot-level maintenance for various equipment, and associated end items either at the LSF facility or on site. After approval from the requiring activity the Contractor shall acquire all material; e.g. float, direct exchange (DX), stock items, Low Density (LD), Non-developmental items (NDI), nonstandard items, etc., to perform the maintenance or logistics support services.
5. Provide technical support, as required, for serviced equipment and associated end items. This includes on-site visits to determine the nature and extent of support to be provided.
6. Perform modification, maintenance, overhaul and repair on designated aircraft and on components at locations in and outside the continental United States. This includes aircraft engine overhaul, aircraft refurbishment, transmission overhaul, etc.
7. Perform installation and support services for various items of C-E equipment. This includes engineering, site surveys and acceptance testing of Government Furnished Equipment (GFE) and on contractor acquired equipment at a LSF facility or on-site to make the required systems operational.
8. Acquire, store, package, and ship items of materiel necessary to establish a Bill of Materials (BOM) managing activity or to support a prime vendor effort.
9. Provide systems engineering, design support and systems integration required to perform logistics support, reliability, production, human factors, and safety fabrication or repair/update functions.
10. Conduct engineering design, and reverse engineering on end item or at component level in order to perform repair/update or modification services.

Fulfilling the Department of the Army, Intelligence and Security Command’s (INSCOM) requirement for Global Intelligence Support Services (GISS), providing Intelligence Collection and Analysis Support, Operations Support to include Logistics and Facilities Management, Research and Development to include Systems Engineering Support, Administrative Support to include Force Management and Requirements Analysis, Information Technology development to support Intelligence and Training.

C5 / CEED Consortium

• Description: As an alternative to the complex Federal Acquisition Regulation (FAR), which may discourage small businesses and other non-traditional contractors from seeking to work with the Government, OTAs provide a commonsense, flexible and user-friendly way of linking buyers and sellers of advanced technologies through a rapid, efficient and cost-effective acquisition instrument. An OTA replaces nothing. It simply is an additional tool that Congress has authorized to help Government program managers accomplish their missions.

OTAs offer great flexibility in tailoring the terms to a particular project and the needs of the participants, achieving the best approach to fulfilling the Government’s technology needs. Projects can therefore be awarded more quickly and cost-efficiently and engage more small and large businesses, as well as academic institutions. C5 is a consortium composed of leading companies and institutions in the C4ISR and cyber technology sectors. C5 accelerates the development and deployment of new capabilities to the Warfighter through the use of Other Transaction Authority.

C5 gives members an innovative and commonsense acquisition mechanism for development of new technologies and products to meet government customer requirements.

Description:

TReX is a new era public-private partnership that is managed by the National Security Technology Accelerator (NSTXL). Utilizing a broad innovation platform, TReX brings a first-of-its-kind capability to the U.S. Department of Defense. The Accelerator operates as a highly efficient, open-source network of top innovators across the innovation ecosystem, including industry, academia, investors, laboratories, and government. TReX provides support and engagement across the full life cycle of innovation from problem definition to ideation and solution prospecting through technology development and delivery.

TReX expedites development, demonstration, and delivery of prototypes to increase Warfighter readiness. With a focus on modeling, simulation, and training, TReX provides the United States Government with an agile mechanism to iterate and refine critical technologies to keep pace with ongoing and emerging challenges. By actively incorporating structured operational user feedback, TReX will identify and develop innovative solutions to inform materiel procurement requirements and acquisition.
